One of the hallmarks of UNDP Egypt's success is its long-term support to the Government in building and sustaining strategic national institutions that have added significant value to improving people's lives in the country. In line with goals 7, 11 and 13, UNDP will continue to help Egypt tackle climate change mitigation, in tandem with pollution abatement, by promoting energy efficiency in cities and key economic sectors, and small-scale renewable energy technologies with poverty reduction dividends, encouraging a shift to low-emission technologies in industry. Enabling activities will continue, including capacity-building for the Government on reporting and compliance with international environment conventions such as the Paris Agreement. This will be complemented with initiatives focused on phasing out ozone-depleting substances, pursuant to the Kigali Agreement. In line with goals 6, 14 and 15, UNDP will support the development and implementation of protected areas management plans with the Ministry of Environment, local authorities, Italian cooperation and other donors. This will involve creating effective linkages to the private sector, innovation, job creation and livelihood improvement, with a focus on women's economic empowerment, community-based development and increased access to renewable energy sources (goals 8 and 9). The Position: Under the supervision of the Regional Advisor on Population Dynamics at the East and Southern Africa Regional Office (ESARO), the Programme Specialist Climate Adaptation & Innovation will coordinate the implementation of the Africa Adaptation Climate Change project and will contribute to the climate change adaptation-related activities of the East and Southern Africa Regional Office. The specialist will also contribute to the tasks of the corporate Climate Change Technical Working Group. Play an important role in developing blended finance policies and guidelines and support the overall GEF programs Unit to enhance GEFs impact and support the management of GEF's portfolio of ongoing projects through implementation, monitoring, and evaluation activities with GEF Agencies and countries. 5. In 2023, the GEF established the Global Biodiversity Framework Fund (GBFF) in response to decisions taken at the 15th Conference of the Parties (COP) to the Convention on Biological Diversity (CBD). The GBFF is part of the GEF family of funds, and has its own governance arrangements and project cycle that differ from other GEF funds. In June 2023, the GEF Council approved the arrangements to establish the GBFF and its Programming Directions. The GBFF establishment decision was ratified at the seventh GEF Assembly in August 2023, and the fund was launched. The first GBFF Council was held in February 2024. With the first tranche of the GBFF support released, the first and second rounds of the GBFF project preparation grant (PPG) submissions were announced in February 2024. The GEF Secretariat is seeking a dynamic and client-oriented Biodiversity Specialist to join its GBFF team to support the governance arrangement organization, partnership, and GBFF programming in developing countries to address their commitments and contributions towards the Kunming-Montreal Global Biodiversity Framework. The ideal candidate should have a good understanding of the complexity of the GEF partnership arrangement and the dynamics of GEF client countries. The candidate should have political acumen and the capacity to work effectively with partners and support governance arrangements associated with the GBFF Council, and experience with biodiversity management and/or support in developing countries. S/he will: be responsible for contributing to the GBFF governance arrangements, including the GBFF Council and Observer Groups representing the private sector, philanthropic and conservation organizations, Indigenous Peoples and local communities (IPLCs), women, and youth; facilitating the organization of the Advisory Group(s) and Auxiliary Body upon their constitution by the GBFF Council; conducting technical reviews that ensure high quality project proposals for Council approval and CEO endorsement; and supporting partnership building with the Implementing Agencies, major partners, contributors, and the CBD Secretariat.   Key Duties and Accountabilities: Under the supervision of the Manager of the GEF MEAs and Funds Division, the Biodiversity Specialist will have the following duties: 1. Contribute to the reviews of project proposals to be financed by the GBFF, according to the agreed project review criteria, provide review comments and guidance, and assist in overall preparation of work programs to be presented to the GBFF Council. 4. The Global Environment Facility (GEF) is a multilateral financial mechanism created in 1991 to provide grant and concessional funds to recipient countries for projects and programs that address biodiversity loss, climate change mitigation and adaptation, degradation of international waters, land and forests, ozone depletion, elimination or reduction of persistent organic pollutants and mercury, all within the framework of sustainable development.   The GEF unites 186 countries in partnership with international institutions, civil society organizations (CSOs), and the private sector to address global environmental issues while supporting national sustainable development initiatives. An independently operating financial organization, GEF is the designated financial mechanism for five multilateral environmental conventions: The Convention on Biological Diversity, the Stockholm Convention on Persistent Organic Pollutants, the UN Framework Convention on Climate Change (UNFCCC), UN Convention to Combat Desertification, and Minamata Convention on Mercury. GEF was also recently designated to serve as part of the financial mechanism of the international legally binding instrument under the United Nations Convention on the Law of the Sea on the conservation and sustainable use of marine biological diversity of Areas Beyond National Jurisdiction (BBNJ).   Since 1991, the GEF has achieved a strong track record with developing countries and countries with economies in transition, providing $24.7 billion in grants for over 5,700 projects in over 170 countries.  The GEF Secretariat is a Vice Presidential Unit (VPU) within the World Bank for administrative purposes and has approximately 70 professional, administrative and client support staff. The GEF Council recently approved a new strategy for Knowledge Management and Learning (KM&L) that will enable the GEF to pursue three main objectives:   • Embed cutting-edge knowledge into investments and generate public goods in line with GEF mandate and enhance the role of knowledge management in projects and programs.  • Increase knowledge flows through platforms through partnership and communities of practice; and  • Create and enable the environment for learning and capacity building for greater exchange of knowledge and collaboration across the partnership.  The GEF Secretariat is seeking to recruit a highly motivated and experienced Senior Learning Officer to support the Learning aspects of the Strategy. The successful candidate will work under supervision of the Senior KM Specialist who has overall responsibility for implementation of the KM&L Strategy, and report to the Manager of the Integration and Knowledge Management Division.    Duties & Accountabilities  The ideal candidate will have the skills and expertise needed to support design, delivery, and management of learning initiatives in the KM&L strategy. This includes coordinating and facilitating knowledge generation and sharing, and dissemination, and all associated action areas in the strategy. Specific tasks include the following: • Lead and coordinate efforts to distill lessons learned in implementing GEF projects and programs, including the provision of quality inputs to the CEO and senior management on analytical/strategic documents, thematic briefings, talking points, etc. • Lead and coordinate the development of knowledge sharing strategies and tools, including categories and types of knowledge products, their sources of origin, target audience and dissemination channels. • Lead the development, design, and implementation of e-learning courses on priority topics for the GEF partnership, including liaison with GEF agencies and the Science and Technical Advisory Panel (STAP) on resources and content.  • Lead implementation of learning and knowledge sharing initiatives for the GEF partnership through cutting-edge learning methodologies and technologies, with delivery modes spanning in-person/hybrid and self-paced modalities.  • Facilitate and coordinate all analytical work designed to generate public goods from GEF investments, including publications, content for e-learning courses, and best practices in close collaboration with the GEF's Communications and Outreach Division and the Data and Analytics Team. • Support and contribute to regional and global events on GEF programs and projects, including drafting of briefs and agendas, engaging stakeholders, and preparing communication materials.  • Support and contribute to all GEF corporate activities involving knowledge sharing and learning, including Extended Constituency Workshops (ECWs), Familiarization Seminars, Conferences of Parties (COPs) of conventions, onboarding and professional development opportunities for GEF Secretariat staff.  • Support and coordinate the planning, organization, and delivery of learning events such as technical workshops, GEF BBLs, and learning missions, in close collaboration with other GEF Divisions, STAP, and GEF agencies. • Serve as GEF Secretariat focal point for corporate learning and GEF partnership-wide learning initiatives. • Serve as GEF Secretariat focal point for the development of selected training initiatives to increase the capacity of key stakeholders in developing countries • Develop performance indicators and framework for monitoring effectiveness of GEF learning activities and produce reports for GEF Management and Council as required.    Selection Criteria • Master's degree in knowledge management, learning, instructional design, organizational performance, international relations, international development, or similar discipline with a minimum 8 years' relevant experience. • Demonstrated experience working strategically across the organization on KM&L to coordinate efforts, set clear priorities and develop learning programs. • Demonstrated experience designing and developing knowledge and learning programs using state-of-the art methodologies, resources, and tools in adult learning. • Adequate knowledge of GEF mandate, operations, policies, instruments, and systems.  • Excellent communications skills, including the ability to explain operational concepts to a wide variety of audiences through a wide variety media and presentation methods. • Strong collaboration, consultation, consensus building and mentoring skills. • Ability to actively seek and consider diverse ideas and approaches, working across boundaries. • Ability to deal sensitively in multi-cultural environments and build effective working relations with clients and colleagues.  • Strong research and analytical skills, including the ability to conduct both quantitative and qualitative analyses on large datasets.  • Experience in and ability to work with ICT tools, including platforms for social networking, and knowledge of potential application of AI tools. • Strong interpersonal skills to work collaboratively in a diverse environment. • Exceptional organizational and coordination skills. • Excellent written and oral communication skills in English is essential; knowledge of another United Nations language is an advantage.  • Proven ability to handle multiple tasks independently, work under pressure with short deadlines, and be a problem-solver. • Previous experience with and/or exposure to members of the GEF Partnership, in positions with an implementing agency, a government agency or an international organization would be a plus. • Demonstrated initiative, and drive for results including the ability to undertake a diversity of tasks within a rapidly changing and demanding environment on short deadlines • Advanced knowledge of information resources and information technology, which could include SharePoint, Tableau, Adobe Illustrator or Photoshop, InDesign, Survey Monkey or MS Forms.   • Demonstrated Office (Word, Excel, PowerPoint) skills, the ability to use and produce content using tools such as SharePoint and Adobe Connect. The registered non-governmental organisation (NGO) "Centro Sociojurídico para la Defensa Territorial - SIEMBRA" supports local communities in their struggle to gain control over their territories, which is very challenging in the face of widespread dispossession and exploitation. To this end, SIEMBRA provides socio-legal accompaniment and support for various processes on the Pacific coast of Chocó, in Cajamarca, Tolima and Huila, with the aim of contributing to the defence and guarantee of rights. A particular focus is on the commitment around the Atrato River, which was granted its own legal personality by the Constitutional Court in 2016 with judgement T622. This involves restoring its natural features, such as water quality, as well as supporting the communities living there.
